CMMC for MSPs and External Service Providers (ESPs)

How MSPs and external service providers fit CMMC scoping, shared responsibility, flow-down, and evidence expectations for defense contractor customers.

Published: September 2026 Compliance · CMMC 8–12 min read

Most defense contractors do not run every security function alone. Managed service providers (MSPs) and other external service providers (ESPs) touch identity, endpoints, SIEM, backup, and cloud — which means they touch CMMC scope. This guide is for MSPs serving the DIB and for primes/subs who must flow requirements correctly.

Shared responsibility is not shared liability: Contracts and affirmations still land on the assessed organization. Vague “MSP handles security” language fails C3PAO and self-assessment scrutiny alike.

When MSPs / ESPs Are In Scope

An ESP is typically in scope when it processes, stores, or transmits Federal Contract Information (FCI) or Controlled Unclassified Information (CUI), or provides security protection for systems that do. Common patterns:

Use the scoping guide to draw CUI / Security Protection Data boundaries before you negotiate the matrix.

Two Common Delivery Models

Model
What assessors expect
MSP implication
Customer-owned boundary
ESP people/process/tech treated as part of OSC assessment scope
Provide evidence packs, personnel interviews, and access under customer NDA
ESP programme / cloud inheritance
Customer inherits documented controls (e.g., FedRAMP Moderate–aligned cloud) with residual customer duties
Maintain authorization artefacts customers can cite; clarify residual gaps

Flow-Down and Contracting

Primes must flow applicable DFARS/CMMC obligations to subcontractors and service providers that handle FCI/CUI. See flow-down and the clause stack at DFARS 7012 / 7019 / 7020 / 7021. MSPs should expect:

Map shared responsibility, logging, and incident handoffs so CMMC evidence does not stall on a vendor gap.

Frequently Asked Questions

Does using a compliant MSP make the contractor CMMC compliant?

No. The OSC remains responsible for its CMMC status, SPRS submissions, and affirmative statements. MSP controls must be in scope and evidenced.

Are MSPs always required to hold their own CMMC level?

It depends on contract flow-down, whether the MSP processes, stores, or transmits FCI/CUI, and how the customer scopes the ESP boundary. Many MSPs need their own programme; others are assessed inside the customer boundary — document the model explicitly.

What should an MSP put in a shared-responsibility matrix?

Map each relevant 800-171 (or FAR L1) requirement to Customer / MSP / Shared, with evidence owners, access paths for assessors, and incident-reporting interfaces for DFARS 252.204-21 / 252.204-7012 where applicable.
