CMMC Final Rule Timeline: Phases 1–4 and Phase II Suspension

32 CFR CMMC phased rollout (Phase 1 from 10 Nov 2025 planning anchor) plus the September 2026 DoW suspension of Phase II — what still applies for Level.

Published: September 2026 Compliance · CMMC 10–14 min read

CMMC implementation under 32 CFR part 170 was designed as a four-phase roll-in. Phase 1 is commonly anchored to the later of the 32 CFR / 48 CFR effective dates — with the 48 CFR DFARS CMMC rule widely cited as 10 November 2025. Later phases were planned at +1 year increments. As of September 2026, the Department of War suspended Phase II and later milestones. This page documents both the planned schedule and the current suspension.

Suspension ≠ pause on cyber: Level 1 (Self) and Level 2 (Self), SPRS, annual affirmations, NIST SP 800-171 Rev 2 under DFARS 7012, and 72-hour incident reporting remain in force.

Current Suspension (as of September 2026)

DoW announced immediate suspension of CMMC Phase II requirements (originally scheduled to take effect 10 Nov 2026) and held later milestones in abeyance pending programme review. During suspension, Program Managers / requiring activities may designate only:

They may not designate Level 2 (C3PAO) or Level 3 (DIBCAC) during the suspension period. Existing contract language may still need modification per DoW direction — involve contracts counsel.
