PCI DSS for SaaS Companies and Payment-Enabled Platforms

PCI DSS for SaaS and e-commerce platforms - multi-tenant service provider realities, merchant SAQ.

Published: September 2026 Compliance · PCI DSS 8-12 min read

Per the PCI SSC Glossary, a Multi-Tenant Service Provider is a TPSP offering shared services where customers share resources (servers, infrastructure, applications including SaaS, and/or databases) - for example shared hosting, e-commerce or shopping-cart services, web hosting, payment applications, cloud apps, and connections to payment gateways. PCI DSS may apply to payment software vendors when they act as service providers with access to customer account data (including cloud payment and SaaS e-commerce models).

Gotcha: Merchants who embed your iframe or redirect to your hosted payment page may qualify for SAQ A or SAQ A-EP - that reduces their questionnaire, not yours. You may still need SAQ D for Service Providers or a ROC, plus Appendix A multi-tenant requirements where applicable. Your AOC does not make merchant customers compliant.

Frequently Asked Questions

We never see raw PAN - only tokens from a processor. Are we out of scope?

Maybe reduced, not automatically out. Connected systems, admin access, scripts, and whether you can impact payment security still matter. Confirm with your QSA.

Can we give customers our AOC and call them compliant?

No. PCI DSS is explicit: a compliant TPSP does not make the customer compliant.

Is a major payment SaaS "PCI compliant" enough for us?

Their validation helps your TPSP file; you still choose the correct SAQ or ROC path for your role and architecture.
