2. For each requirement, walk every determination statement
3. Collect Examine, Interview, and Test evidence
4. Mark unmet statements → requirement Not Met → feeds SPRS deductions and POA&M

Partial implementation generally does not earn credit except where the DoD Assessment Methodology explicitly allows (see the SPRS guide).
