Agency ATO vs JAB P-ATO vs FedRAMP Ready: Authorization Paths Explained

FedRAMP offers more than one authorization path. Historically CSPs pursued FedRAMP Ready, an Agency Authorization to Operate (ATO), or a JAB Provisional ATO (P-ATO). FedRAMP 20x adds class-based modernization (A/B/C, later D) while legacy path language still appears in RFPs and partner decks.

20x note: Legacy mapping commonly cited: Ready→Class A, Low/Li-SaaS→Class B, Moderate→Class C, High→Class D (later). Use official 20x materials for your package; do not assume JAB P-ATO mechanics are unchanged forever.

FedRAMP Ready

Ready signals that a CSP has completed a readiness assessment with a 3PAO and meets programme entry expectations for further authorization work. It is not a full ATO. Under 20x framing it aligns most closely with early Class A posture.

Agency ATO

An agency Authorizing Official issues an ATO for use of the cloud service. Other agencies can reuse the authorization package subject to FedRAMP reuse rules. Agency path is often the practical route when you have a sponsor and a defined use case.

JAB P-ATO

The Joint Authorization Board path historically issued a provisional authorization intended for broader reuse. Capacity, prioritization, and programme modernization (including 20x) mean CSPs should validate current JAB intake expectations rather than assuming prior playbooks still apply unchanged.
